You need to attach your config-log.txt to your post, for a start. The two pieces that you've copy/pasted are not the whole lot.

@eman72 - your resolution is being set to Low. It's not because of your CPU or RAM
CPU: 3910.199951Mhz, Name:GenuineIntel, FPU:1, MMX:1
Memory: 2040MB
They are both good. However your card has got some problems
Name (driver): Intel® 82915G/GV/910GL Express Chipset Family
Name (database): 915 (82915G Express Chipset Family Graphics Controller)
To start with the database thinks it's different to the driver - and that's going to cause problems right there.
What I'm going to do is make you up your own card with a particular trace in it - and hopefully that will find our problem with the graphics card, I'll also fix the Video Card so that the driver and database agree.

Yes, I uninstalled the previous game first, and it wasn't the Store Edition, it was the Holiday Edition with Nightlife, Open for Business, Pets, Seasons, University, Bon Voyage and Teen Style Stuff. I had similar problems with that (but I could usually get it to run after restarting my computer several times).
I tried creating a new neighbourhood. This took 3 attempts, because the first two times the game crashed before I even got to the main menu. The hood was created OK, but when I tried to create a sim - crash. If it gives me a reason for crashing, it usually says either "D3DERR_NOTAVAILABLE", or simply that the game has crashed and will terminate, or it says there is a problem with the graphics adapter and I should contact the manufacturer. The exception file says "access violation".

Hi, was wondering if you could help. It runs fine but crashes when it loads a household. Next to my name (database) it says 'NOT FOUND IN DATABASE" which imagine is the problem. Would appreciate your help so much!!
