How to make your own custom neighborhood? (Tutorials wanted!)

Was wondering if any of you have a good links to articles or videos that show how to make Sims 2 custom neighborhoods from scratch. You have to have SimCity don't ya?

Yep, you need SimCity. And not just any SimCity, but more specifically SimCity IV (4).
