Well, it depends on the training to quite a degree. Witches get a bonus training cats, werewolves with both cats and dogs, so they are fairly good as breeder-trainers to produce well-behaved pets. If the lack of control bothers you, you could make them playable in the userstartup cheat file.

I didn't play them in sims 1 so not bothered with them in sims 2. Occasionally have a fish tank or a small animal tank, whereas my daughter used to breed and make money from them! And definitely don't do witches or werewolves or plantsims or aliens.
