Help - game probs after installing to secondary drive

I recently installed the Ts2 ultimate collection onto my secondary drive (E). Well sort of - the EA games folders and thus saves, downloads etc are on my C (primary drive). This is my first experience with two drives, so i conceed i may've done something wrong. However:
A) Everything seems to be working fine - mods, cc, the game in general, except when i try to install multiple subhoods using mootilda's mod, I get the vanilla menu to only install one downtown or shopping district. I was able to run multiple shopping districts previously on this computer, in the initial install on my C drive.
B) Is there any way to force everything onto the E drive?
