Yup it can - The steam does look like it comes out of the funnel.

Awww... i got all excited about the possibility of a few hood deco pieces for the Old West theme. I found a herd of cows. What i really wanted was some circling vultures and perhaps some buffalo, to give the desert a real desert-y feel. ah well...

The factory looks great, though!
