You must be aware that when the File Association Helper (FAH for short) comes up, this is usually the sign that Windows hasn't found an associated program for your file extension yet. Even the fact that the file simply shows as a blank document with the .sims2pack extension, is an indication of that already.

The FAH allows you to SELECT the program that you want your file extension to be associated with, so that from now on, any future files of that type will automatically be referred to that program. Just off the top of my hat, I suppose you could USE the FAH to locate the Sims 2 Installer and associate the sims2pack files with it... That's what it was designed for, after all.

But tbh, I would advise you to go and download the Sims2pack Clean Installer... It's really a lot better than the standard installer, and has more functionality.
That you didn't use it before, is just your loss. You don't know what you've missed!
