DirectX 9.0c error message

I have a brand new laptop with Windows 10 and I'm having trouble getting Sims 2 to run on it. I have the ultimate collection through Origin. It installed with no problems, but when I try to run it I get a message that says "Failed to find any DirectX 9.0c compatible graphics adapters in this system! Please make sure you have a DirectX 9.0c compatible graphics adapter and have installed the latest drivers provided by the manufacturer. The application will now terminate." I've tried altering Graphic Rules and Video Cards. I can get it to run in windowed mode, but the window is small and I can't play it that way.
Any suggestions?

You have to go download directx9c end users files from Microsoft. You can have more than one directx on your computer.

Information we need
- The
-config-log.txt from the Logs folder in the My Documents\EA\The Sims2\ Click "full editor" below to attach a text file. - Your operating System.
- What the problem actually is - that will be a picture to show the problem (optional), and accompanying text files that turn up (optional), and a detailed description of what happened, and what you expected to happen.
